The meeting was at the instance of the clash between members of the Islamic Movement of Nigeria (IMN) and the police that resulted in the killing of a deputy commisioner of police (DCP) in charge of operations at the Federal Capital Territory Command, Usman Umar Bebel.

The meeting  reportedly started at 4 pm on Monday, and there were feelers Buhari was very angry and would not want what happened to repeat itself.
